Respected Excellencies,
According to available information and the political context, this event does not represent a cultural or academic manifestation, but rather a political act aimed at promoting and legitimizing the Republika Srpska entity as a “state.” This is in direct contradiction to the Constitution of Bosnia and Herzegovina, the Dayton Peace Agreement, and the fundamental principles of sovereignty and territorial integrity of the internationally recognized state of Bosnia and Herzegovina.
Austria, as a member of the European Union and host to many international organizations, has a special responsibility to ensure that its territory is not used for activities that glorify secessionism, deny genocide, or threaten the fragile peace and stability of Southeast Europe. Allowing such events risks damaging Austria’s reputation as a country committed to human rights, reconciliation, and the rule of law.
The Institute for Research of Genocide Canada therefore calls upon:
The Austrian Federal Ministry of the Interior (BMI) to assess the legality and risks associated with this event and, if necessary, to prohibit its realization;
The Magistrate of the 8th District of Vienna (MBA08) to deny authorization or use of the premises for the event;
The Federal Ministry for European and International Affairs of Austria (BMEIA) to issue an official statement and consider this matter within the context of Austria’s commitment to peace, democracy, and respect for international law;
The Embassy of Bosnia and Herzegovina in Vienna to formally protest and request diplomatic protection;
The Delegation of the European Union and the OSCE Mission in Austria to monitor the situation and react in accordance with their mandates to preserve regional stability and peace.
The organization of such an event in the heart of Europe, in Vienna, represents not only an affront to the victims of genocide and aggression in Bosnia and Herzegovina but also an open attempt to undermine the international legal order established by the Dayton Peace Agreement.
We respectfully urge the Austrian authorities and international representatives to act decisively to prevent the misuse of Austrian territory for activities that promote secessionism, denial of genocide, and destabilization of the Western Balkans.
