Sayın T.B.M.M. Başkanı,

Bosna Hersek, Avrupa’nın ortasında yer alan bir ülke, Türkiye Cumhuriyeti’nin ve Türk milletinin hakiki bir dostudur ve bu dostluk karşılıklıdır, kardeşlik seviyesindedir. Bu iki ülke arasındaki ilişkiler sadece iş amaçlı olmadığı gibi geçmişimiz, geleneklerimiz, kültürümüz ve dinimizin de ortak olması nedeniyle kardeşliğimiz devam etmektedir.

Osmanlı İmparatorluğu ve Hilafet’in parçalanması dünyadaki müslümanlara büyük sınav olmuştur. Buna rağmen Boşnaklar ile Osmanlı İmparatorluğu’nun halefi olan Türkiye Cumhuriyeti arasındaki ilişkiler kesilmemiştir. Bu ifade net bir şekilde Boşnakların Türkiye topraklarına din nedeni ile göç edilmesinde görülmektedir. Bugün Türkiye Cumhuriyeti’nde yaşayan Boşnaklar Büyük Türk milletinin sadık ve ayrılmaz parçası olarak Türkiye Cumhuriyeti’nin gelişmesi yolunda devamlı emek vermektedir.

20. yüzyılın sonunda, Bosna Hersek’in ve Avrupa’daki müslüman toplumun yok edilmesi amaçlı savaş döneminde, oradaki İslam ve müslümanların tek dostu, sürekli Birleşmiş Milletler’in baskısı altında olmasına rağmen Türkiye Cumhuriyeti idi.

Srebrenitsa’da yaşanan soykırım ve felaketleri inkar etmek hedefi ile Bosna Hersek’e ve milletine sürekli baskı ve manipülasiyon yapılmaktadır.

Türkiye Cumhuriyeti kendisi de farkındadır ki ”Ermeni Zulmü” ile geçmişteki olanları inkar etmek, geçmişin kötü resmini gösterir. Biz biliyoruz ki Türkiye Cumhuriyeti, gerçeği ortaya çıkarmak için, uluslararası komisyonun, Ermenistan dahil, kurulmasını talep etmiştir fakat Birleşmiş Milletler’in bazı kolları bu çözüm sürecine engel olmuştur.

Bosna Hersek’in Boşnaklara, müslümanlara, savaş sırasında yapılmıs olan soykırım gerçeğinin ortaya çıkmasına ihtiyacı vardır. Dolayısıyla biz Türkiye Cumhuriyetin’den ve Türk kardeş milletimizden destek istiyoruz.

Soykırım Araştırmaları Enstitüsü, Kanada ve Kuzey Amerika Boşnaklar Kongresi, Türkiye Büyük Millet Meclisi’nin Srebrenitsa’da soykırım olduğuna dair karar almasını talep etmektedir.

Bizim için Türkiye Cumhuriyeti gibi güçlü ve sözü geçerli olan bir ülke, Bosna Hersek’in, milletinin ve soykırıma mağdur kalanların hakiki bir dostu olarak, soykırım yapıldığına dair karar çıkartarak, siyasi şekilde soykırımı onaylatmak çok mühimdir.

Bu dostluğun kurumsallaştırılması, başka şeylerin yanı sıra hakikat ve adaletin her iki devletin daha iyi geleceği için köprü olduğu, bir bellek kültürü sayesinde mümkün olabilir.

Bellek kültürünün diplomatik stratejisi sayesinde, Bosna Hersek’teki soykırım mağdurları Türkiye Cumhuriyeti’nde de hatırlanmalıdır. Soykırım gibi Srebrenitsa kararı, herhangi bir kişisel görüşün sonucu olamaz ancak gerçekler, Uluslararası Eski Ceza Mahkemesi’nin yargısı, Uluslararası Adalet Divanı’nın kararı, birkaç ulusal yargı kararı, insan hakları ve özgürlük mücadelesinin ilkeleri olmalıdır. Uluslararası ve ulusal mahkemeler, 1948 tarihli Soykırım Suçunun Önlenmesi ve Cezalandırılması Sözleşmesi uyarınca, bu suçun soykırım tanımının kapsamı içinde olduğunu onaylamıştır. Bu siyasi bir açıklama değildir. Bu yasal bir gerçektir.

Soykırım bir suçtur ve suç işleyen kimseler, cezalandırılması gereken suçlulardır. Srebrenitsa’daki soykırım mağdurları, Türklerin mahkemece tanınan bir suçun teyit edilmesini istiyorlar. Geçmişin yaraları mağdurlara destek vererek ve failin adalet önünde infaz edilerek iyileştirilmelidir. Uzlaşma süreci, suçlar, mağdurların hakkı, affın araştırılması ve itiraz ifadesi ile ilgili gerçekle son bulmalıdır. Böylece tüm Bosna Hersek vatandaşları kesin ve umutla geleceğe dönecektir.

Srebrenica’daki soykırım, sadece Bosna Hersek meselesi değildir ancak tüm dünya, özellikle Türkiye Cumhuriyeti gibi büyük güçler meselesidir. Soykırım ve kolektif hafızayı ezberlemek ihtiyacını belirtmek önemlidir. Soykırım ve kolektif hafıza sayesinde tarihsel belleği faşizme, yıkıma ve saldırganlığa karşı dirençli bir faktör olarak görüyoruz.

Soykırım hatıralarını bugün Srebrenitsa’da tutarak, evrensel değerleri kuvvetle teyit ediyoruz: çeşitlilik zenginliği, anti-faşizm, barışın kutsallığı, aktivizm geliştiriyoruz ve yaşadığımız zamanın adaletsizliklerine ve sapmalarına uluslararası olarak karşı çıkıyoruz. Srebrenitsa’daki soykırım hatıralarını takip etmek, birçok suçun dünyada olduğu bir zamanda gelecekteki soykırımı önlemektedir.

Soykırım araştırmacıları adına ve ABD ve Kanada Boşnakları adına, Türkiye Cumhuriyeti Cumhurbaşkanı Sayın Recep Tayyip Erdoğan’ı, Türkiye Büyük Millet Meclisine Srebrenitsa Soykırımı Kararını kabul etmeye yetkili kılınmasına davet ediyoruz.

Ayrıca Türkiye Cumhuriyeti Başbakanı Sayın Binali Yıldırım’a, yetkilerini kullanarak Türkiye Büyük Millet Meclisinin Srebrenitsa’daki soykırım konusundaki kararını benimsetmesini talep ediyoruz.

Türkiye Büyük Millet Meclisi Başkanı Sayın İsmail Kahraman’ı ve Türkiye Büyük Millet Meclisinin saygıdeğer tüm üyelerini, Srebrenitsa Soykırımı kararını kabul etmeye çağırıyor ve böylelikle Türkiye Cumhuriyeti’ne Avrupa’daki İkinci Dünya Savaşı sonrasında işlenen en büyük suça ve bu mağdurların yargılanmasına ilişkin gerçeklere bir katkı yapmasına çağrıyoruz.

Republika Bosna i Hercegovina, kao zemlja u srcu Evrope, je iskren prijatelj Republike Turske i Velikog Turskog naroda isto kao što je i Republika Turska iskren prijatelj Bosne i Hercegovine i Bošnjaka. Naša suradnja se ne bazira samo na interesima, već i na zajedničkoj prošlosti, kulturi i religiji. Tokom tragičnih događaja pri raspadu Osmanske Imperije i Kalifata, muslimani su bili stavljeni na veliko iskušenje, ali ovo nije dovelo do prekida veza između Bošnjaka i nasljednice Osmanske imperije, Republike Turske, što se jasno vidi u bošnjačkoj populaciji, koja je imigrirala na prostore Republike Turske iz religioznih razloga. Danas je bošnjačka populacija u Republici Turskoj lojalan i neodvojiv element turske nacije, koja svakodnevno daje svoj prilog u razvoju Republike Turske.

Tokom agresije koju je Republika Bosna i Hercegovina doživjela krajem 20 stolječa, pri raspadu Jugoslavije, ciljem da se uništi Islam na tlu Evrope, jedini iskren prijatelj je bila Republika Turska, mada je i sama bila pod presijom međunarodne zajednice i unutrašnjih elemenata. Republika Bosna i Hercegovina i bošnjački narod su pod kontinuiranim pritiscima i manipulacijama sa ciljem da se negiraju sudske činjenice o genocida nad Bošnjacima.

I sama Republika Turska ‘Jermenskim progonom’ je svjesna da negiranje činjenica može pokazati pogrešnu sliku o prošlosti. Mi znamo da je Republika Turska zahtijevala formiranje međunarodne komisije za ovaj slučaj, uključujući i Republiku Jermeniju, u cilju istine, ali su određeni elementi međunarodne zajednice zaustavili taj proces.

Bosna i Hercegovina ima potrebu da istina o stradanju Bošnjaka tokom agresije prevlada u svijetu. Zato mi tražimo podršku Republike Turske i našeg bratskog turskog naroda.

Institut za istraživanje genocida Kanada i Kongres Bošnjaka Sjeverne Amerike pozivaju Veliku tursku narodnu skupštine da usvoji rezoluciju o genocidu u Srebrenici. Više desetina država u svijetu su politički priznale sudski potvrđen genocid u Srebrenici putem usvajanja rezolucija u svojim parlamentima. Veoma je važno da velika svjetska sila, Republika Turska, prijatelj Bosne i Hercegovine i prijatelj Bošnjaka, žrtava agresije i genocida, putem rezolucije, politički potvrdi genocid u Srebrenici. Baš zbog tog velikog prijateljstva, zbog velike historijske, kulturološke, tradicijske veze Republike Turske i države Bosne i Hercegovine, odnosno bošnjačkog naroda, političko priznanje genocida u Srebrenici kroz rezoluciju je izuzetno važno.

Institucionalizacija tog prijateljstva između ostalog je moguće i preko kulture pamćenja u kojoj istina i pravda predstavljaju most ka boljoj budućnosti obe države. Putem diplomatske strategije kulture pamćenja žrtve genocida u Bosni i Hercegovini moraju biti prisutne u Republici Turskoj. Rezolucija o Srebrenici baš kao i genocid ne smiju biti rezultat bilo čijeg ličnog mišljenja. Ona mora da se bazira na faktima, na presudi Međunarodnog krivičnog tribunala za bivšu Jugoslaviju, na presudi Međunarodnog suda pravde, na presudama više nacionalnih sudova i na principima borbe za ljudska prava i slobode. Međunarodni i nacionalni sudovi su potvrdili da ovaj zločin odgovara okviru definicije genocida u skladu sa Konvencijom o sprječavanju i kažnjavanju zločina genocida iz 1948. godine. To nije politička izjava. To je pravna činjenica. Genocid je zločin i oni koji su ga počinili su zločinci koji kao takvi trebaju biti kažnjeni.

Žrtve genocida u Srebrenici žele tursku potvrdu sudski priznatog zločina. Rane prošlosti se moraju liječiti putem pružanja podrške žrtvama i izvođenjem izvršioca zločina pred lice pravde. Proces pomirenja se mora završiti sa istinom o zločinima, pravdom za žrtve, traženjem oprosta i izražavanjem kajanja, kako bi se svi građani Bosne i Hercegovine sa sigurnošću i nadom okrenuli ka budućnosti. Genocid u Srebrenici nije samo pitanje Bosne i Hercegovine, nego i cijelog svijeta, posebno velikih sila, poput Republike Turske. Važno je ukazati na potrebu memorijalizacije genocida i kolektivnog sjećanja. Kroz memorijalizaciju genocida i kolektivno sjećanje radimo na historijskom pamćenju, kao bitnom faktoru otpora fašizmu, destrukciji i agresiji. Čuvajući uspomene na genocid u Srebrenici, danas snažno afirmišemo univerzalne vrijednosti: bogatstvo različitosti, antifašizam, svetost mira i razvijamo aktivizam i internacionalno suprostavljanje nepravdama i svim devijacijama vremena u kome živimo. Čuvajući uspomene na genocid u Srebrenici sprečavamo buduće genocide u vremenu kada se širom svijeta dešavaju brojni zločini.

U ime istraživača genocida i u ime američkih i kanadskih Bošnjaka pozivamo poštovanog predsjednika Republike Turske Recep Tayyip Erdogan da svojim autoritetom doprinese da Velika turska narodna skupština usvoji rezoluciju o genocidu u Srebrenici. Pozivamo i predsjednika Vlade Republike Turske poštovanog Binali Yıldırım da svojim autoritetom doprinese da Velika turska narodna skupština usvoji rezoluciju o genocidu u Srebrenici.

Na kraju posebno pozivamo spikera poštovanog Ismail Kahraman i poštovane članove Velike turske narodne skupštine da usvaje rezoluciju o genocidu u Srebrenici i tako daju doprinos Republike Turske istini o največem zločinu poslije Drugog svjetskog rata i pravdi za žrtve tog zločina.

Bosnia and Herzegovina, as a state in the heart of Europe, is a true friend of the Republic of Turkey and the Turkish people, just as the Republic of Turkey is a true friend of Bosnia and Herzegovina and Bosniaks. Our mutual cooperation is not only based on interests, but also on a common past, tradition, culture and religion. During the tragic events during the breakup of the Ottoman Empire and Caliphate, all Muslims were subjected to great temptation, however it did did not lead to the breakdown of close ties between Bosniaks and the heir to the Ottoman Empire, the Republic of Turkey. This is clearly evident within the Bosniak (at the the time Ottoman) population which emigrated to the Republic of Turkey for religious reasons. Today, Bosniaks in the Republic of Turkey are loyal and an inseparable part to the great Turkish nation and the Turkish identity by offering their share for the development of the Republic of Turkey and the principles of Islam. During the aggression that the Republic of Bosnia and Herzegovina experienced at the end of the 20th century during the breakup of Yugoslavia, with the aim of destroying Bosnia and Herzegovina, Bosniaks, and Islam on the land of Europe. The only sincere friend to Bosnia and Herzegovina was the Republic of Turkey, though it was itself under the constant interference of the international community and internal elements. Bosnia and Herzegovina and Bosniaks are under constant pressure and manipulation to deny facts the include the suffering of Bosniaks. The Republic of Turkey is aware that denial of facts can show the wrong picture of the past with the example of the Armenian Persecution. We know that the Republic of Turkey has demanded a creation of an international commission for this case, including the Republic of Armenia, in order to bring the truth to light, but certain elements of the international community hinder this process. Bosnia and Herzegovina has obligation that the truth about the genocide against Bosniaks and Muslims, during the aggression against the Republic of Bosnia and Herzegovina is brought to light. For this reason, we are seeking the support from the Republic of Turkey and our fraternal Turkish people.

The Genocide Research Institute of Canada and the Congress of North American Bosniaks encourage the Grand Turkish People’s Assembly to adopt a resolution on the genocide in Srebrenica. More than a dozen countries in the world have politically recognized the court-confirmed genocide in Srebrenica by adopting resolutions in their parliaments. It is very important that the great world power, the Republic of Turkey, a friend of Bosnia and Herzegovina and a friend of Bosniaks who are victims of aggression and genocide, adopt a resolution that politically confirms the genocide in Srebrenica.

The political recognition of the genocide through resolution is extremely important due to this great friendship and great historical, cultural, traditional connection between the Republic of Turkey and the State of Bosnia and Herzegovina specifically the Bosniak people. The institutionalization of this friendship, among other things, is possible through the culture of memory in which truth and justice represent the bridge for better futures of both countries. The path of diplomatic strategy of the culture of memory for the victims of genocide in Bosnia and Herzegovina, must be present in the Republic of Turkey. The resolution on Srebrenica as a genocide, must not be a result of any personal opinion. It must be based on facts, on the judgment of the International Criminal Tribunal for the Former Yugoslavia, the judgment of the International Court of Justice, the judgments of several national courts and the principles on the fight for human rights and freedoms. The International and national courts have confirmed that this crime corresponds to the definition of genocide in accordance with the 1948 Convention on the Prevention and Punishment of the Crime of Genocide. This is not a political statement. This is a legal fact. Genocide is a crime and those who participated and committed these crimes should be considered criminal and punished accordingly.

Victims of genocide in Srebrenica seek Turkish confirmation that genocide is a court-recognized crime. The wounds of the past must be cured by providing support to victims and persecuting the perpetrators in the face of justice. The process of reconciliation must end with the truth about crimes, justice for victims, seeking forgiveness and expressing remorse, so that all the citizens of Bosnia and Herzegovina can look forward for a better future with confidence and hope. The genocide in Srebrenica is a question that not only belongs to Bosnia and Herzegovina but to the world and countries of great power such as, the Republic of Turkey. Through the memorialization of genocide and collective memory, we are working on establishing a historical memory, as an important factor of resistance from fascism, destruction and aggression. While preserving the memories of the genocide in Srebrenica we also strongly affirm universal values which include: the richness of diversity, anti-fascist idea, and the holiness of peace. We further this notion through activism and international opposition against injustices and the inconsistence time in which we live. Preserving the memories of the genocide in Srebrenica also works to prevent future genocides in a time when numerous crimes and crimes against humanity occur all over the world.

On behalf of the genocide researchers and on behalf of American and Canadian Bosniaks, we urge the respected President of the Republic of Turkey Recep Tayyip Erdogan, through his authority to contribute to the Grand Turkish National Assembly by adopting a resolution on the genocide in Srebrenica.

We also urge the Prime Minister of the Republic of Turkey, Honored Binali Yıldırım, through his authority to contribute to the adoption by the Great Turkish National Assembly of a resolution on the genocide in Srebrenica.

In the end, we especially urge the respected members of the Grand Turkish National Assembly to adopt a resolution on the genocide in Srebrenica, thereby contributing to the Republic of Turkey’s truth about the worst crime after World War II and justice for the victims of that crime.
